The easiest place to start is at Find A Credit Union
Here are some of the ones I found in Contra Costa County.
Uncle CU
Provident CU - as of this writing, offering high reward checking accounts at 3.76%. They also have the lowest rates I've found on 30 year conforming home loans - 5% as of this writing.
Pacific Service CU - when I checked last year, this place had the best rates for home equity lines of credit.
Key Point CU - we checked out this place because they has no service charge business checking accounts, but ended up getting one at US Bank instead.

There is also a place called Pentagon Federal CU that is famous on the Bogleheads forums for great rates. It isn't local to Contra Costa County but is you join the National Military Family Association (NMFA) for a one time small fee, then you can become a member. As of this writing they are offering 3 year CDs for 4 percent.
